Building on existing fill: what needs to be checked first

Many older lots and some new estates contain fill — soil placed to level the ground. If it was not placed and compacted under engineering control, it can settle unevenly under a new building.

Controlled vs uncontrolled fill

Controlled fill is placed in layers, compacted and tested with records. Uncontrolled fill has no records and may contain rubbish, organic material or loose soil.

How it is assessed

  • Boreholes or test pits to find depth and composition
  • DCP testing to check density
  • Review of historical aerial photos and earthworks records

Typical solutions

  • Piers or piles taken through the fill to natural ground
  • Excavating and replacing the fill under control
  • Ground improvement such as compaction or soil mixing
  • Stiffened rafts designed for the expected movement
